أصحاب السعادة
يعرب مركز الرافدين الدولي للعدالة وحقوق الإنسان عن بالغ قلقه إزاء جريمة اغتيال الدكتورة بان زياد طارق في البصرة العراق بتاريخ 16 آب 2025
فرغم محاولات السلطات المحلية تصوير هذه الحادثة المأساوية على أنها حالة انتحار إلا أن الأدلة الطبية والجنائية المتوفرة تؤكد بشكل قاطع أننا أمام جريمة اغتيال متعمدة مع سبق الإصرار
تشير أبرز الأدلة الجنائية إلى ما يلي:
– وجود ازرقاق مركزي وعلامات خنق رباطي واضحة حول الرقبة
– سحجات وكدمات متعددة على الوجه والرقبة والذراعين تدل على مقاومة الضحية
– جرح قطعي عميق في اليد اليسرى لا يتفق مع جروح الانتحار المعروفة
– وجود دم جاف على الجسد مما يثبت أن الوفاة حدثت قبل نقلها إلى المستشفى بوقت طويل
ورغم هذه الحقائق الواضحة قامت محكمة استئناف البصرة بتصنيف القضية بشكل متعجل على أنها انتحار ومحاولة إغلاق الملف في خرق واضح للمبادئ القانونية والأخلاقية الأمر الذي يمثل طمساً متعمداً للأدلة وحماية للمتورطين
وعليه فإننا نطالب الأمم المتحدة ومجلس حقوق الإنسان بما يلي:
1. رفض قرار محكمة استئناف البصرة القاضي بتصنيف القضية كانتـحار
2. تدويل القضية عبر تشكيل لجنة تحقيق جنائية دولية تحت إشراف الأمم المتحدة
3. إشراك خبراء دوليين محايدين في مجال الطب العدلي لضمان الشفافية
4. توفير الحماية الفورية لعائلة الشهيدة والشهود المحتملين من أي ضغوط أو تهديدات
5. إلزام السلطات العراقية بالكشف الكامل عن نتائج التحقيقات والتقارير الطبية والأدلة للرأي العام الدولي
إن تدخل الأمم المتحدة العاجل في هذه القضية يعد أمراً بالغ الأهمية من أجل إنصاف الضحية وضمان العدالة ومنع إفلات الجناة من العقاب وحماية المدافعين عن حقوق الإنسان في العراق

Subject: Urgent Appeal – Assassination of Dr Ban Ziyad Tareq in Basra Iraq
Your Excellencies
The Al-Rafidain International Center for Justice and Human Rights expresses its deepest concern regarding the assassination of Dr Ban Ziyad Tareq in Basra Iraq on 16 August 2025
Despite local authorities’ attempts to portray this tragic incident as a suicide the available medical and forensic evidence clearly demonstrates that this was a deliberate premeditated assassination
Key forensic findings include:
– Central cyanosis and clear signs of ligature strangulation
– Multiple bruises and abrasions on the face neck and arms indicating resistance by the victim
– A deep incised wound on the left arm inconsistent with suicidal wounds
– Dry blood observed on the body proving that the victim had died long before hospital transfer
Despite this overwhelming evidence the Basra Court of Appeal prematurely classified the case as suicide and attempted to close the file in violation of legal and ethical principles This represents a miscarriage of justice and a deliberate attempt to conceal the truth
We therefore call upon the United Nations and the Human Rights Council to:
1. Reject the decision of the Basra Court of Appeal
2. Internationalize the case through the formation of a UN-supervised international criminal investigation committee
3. Engage independent international forensic experts to ensure transparency
4. Provide immediate protection for the victim’s family and potential witnesses
5. Compel the Iraqi authorities to disclose all investigation results forensic reports and evidence to the international community
Your urgent attention and intervention in this matter are critical to safeguard justice ensure accountability and prevent further targeting of professionals and human rights defenders in Iraq
